Wegovy semaglutide tablets and Rybelsus are both oral semaglutide. Both are made by Novo Nordisk, and both use the same technology to help the medicine survive your digestive system. At first glance, they look remarkably similar.
But they're different medicines. They're licensed for different conditions, at doses that don't overlap, with very different regulatory histories. Here's what actually sets them apart.
Same active ingredient, different jobs. Rybelsus is for type 2 diabetes, Wegovy tablets are for weight management.
What is semaglutide?
Semaglutide is a GLP-1 receptor agonist. It mimics a hormone called GLP-1 (glucagon-like peptide-1), which your body naturally releases after you eat.
GLP-1 tells your brain you've eaten, slows how quickly food leaves your stomach and triggers insulin release when your blood sugar rises. By activating the same receptors, semaglutide reduces appetite, helps control blood sugar and supports weight loss.
GLP-1 medicines don't burn fat. They make it easier to eat less, and that's where the weight loss comes from.
Novo Nordisk makes semaglutide in several forms. The injections are Ozempic (licensed for type 2 diabetes) and Wegovy (licensed for weight management). The tablets are Rybelsus (licensed for type 2 diabetes) and Wegovy tablets (licensed for weight management).
All four contain the same active molecule. What differs is the dose, the licensed use and, for the tablets, the formulation that makes absorbing it by mouth possible.
What is Rybelsus?
Rybelsus is an oral semaglutide tablet licensed in the UK by the MHRA for adults with type 2 diabetes whose blood sugar isn't well controlled by diet and exercise alone.1 It isn't licensed for weight management.
It comes in three strengths, starting low and increasing gradually. The current UK formulation, introduced in September 2025 with improved absorption, starts at 1.5mg once a day. It goes up to 4mg after a month, and can be increased to a maximum of 9mg once a day if more blood sugar control is needed.1
Moved to the new Rybelsus formulation? The tablet strengths changed in 2025, so double-check your dose with your pharmacist.
These doses are designed for blood sugar management, not the higher level of GLP-1 activity needed for significant weight loss.
Like all semaglutide tablets, Rybelsus has to be taken first thing in the morning on a completely empty stomach, with no more than 120ml of plain water. You then can't have any food, drink other than water, or other oral medicines for at least 30 minutes. That waiting period is essential to how the medicine is absorbed.
What are Wegovy tablets?
Wegovy tablets contain oral semaglutide 25mg, much higher than the maximum Rybelsus dose. They're licensed specifically for weight management in adults with obesity (a BMI of 30 or above), or overweight (a BMI of 27 or above) with at least one weight-related health condition.
Wegovy tablets have the same morning routine as Rybelsus: empty stomach, a small sip of water, then a 30-minute wait.
The tablet was approved by the FDA in December 2025 and launched in the US in January 2026. The MHRA approved Wegovy tablets on 11 June 2026, making the UK the first country in Europe to license an oral GLP-1 for weight management.
The dose titration for Wegovy tablets starts at 1.5mg once a day and goes up every 30 days through 4mg and 9mg, before reaching the target maintenance dose of 25mg once a day. This gradual step-up gives your digestive system time to adjust and reduces side effects as the dose goes up.2
How are the two tablets different?
They share an active ingredient, but Wegovy tablets and Rybelsus differ in several important ways.
Licensed indication
This is the most important difference. Rybelsus is licensed for type 2 diabetes only. Wegovy tablets are licensed for weight management in people who meet the BMI criteria, whether or not they have diabetes.
Using Rybelsus for weight loss without a type 2 diabetes diagnosis would be off-label, outside what its MHRA approval covers.
Dose range
Rybelsus goes up to a maximum of 9mg a day in the current UK formulation. Wegovy tablets go up to 25mg a day.
That's because weight management needs a much higher level of GLP-1 activity than blood sugar control. The 25mg dose is designed to give similar levels in your blood as the weekly Wegovy injection.2
Do not swap Rybelsus and Wegovy tablets, or take them together. They aren't interchangeable.
Regulatory history and UK availability
Rybelsus received MHRA approval in 2020 and has been available in the UK since then, for type 2 diabetes only. Wegovy tablets received FDA approval in December 2025 and MHRA approval on 11 June 2026, making them the first oral semaglutide licensed for weight management in the UK.
How absorption works
Both tablets use an ingredient called SNAC (salcaprozate sodium) to help semaglutide survive your stomach. When the tablet dissolves, SNAC creates a small zone of higher pH next to your stomach lining.
This temporarily switches off a digestive enzyme called pepsin, and lets semaglutide pass through the stomach wall into your bloodstream.3 Without SNAC, stomach acid would break semaglutide down before it could be absorbed.
The reformulated Rybelsus from September 2025 absorbs better, which is why the same effect is now reached at lower doses. Wegovy tablets use more SNAC to help absorb the higher 25mg dose. Both tablets have the same fasting rule for the same reason: food, other drinks and other medicines interfere with how SNAC works.
Why are the doses so different?
The gap between Rybelsus (up to 9mg) and Wegovy tablets (25mg) reflects what each medicine needs to do in your body.
For blood sugar control in type 2 diabetes, GLP-1's main job is to prompt insulin release after meals, with some appetite reduction on the side. In the PIONEER trials, which used the original Rybelsus formulation at doses up to 14mg, Rybelsus gave meaningful reductions in HbA1c, a long-term measure of blood sugar, in people with type 2 diabetes.4
For weight management, a much higher level of GLP-1 activity is needed. It has to consistently reduce appetite, slow how quickly food leaves your stomach and change how your brain responds to food over time.
The Wegovy injection does this at 2.4mg a week because it goes straight into your bloodstream, bypassing your digestive system. Oral semaglutide is absorbed far less efficiently, even with SNAC, so a much bigger dose is needed to reach similar levels. The 25mg tablet dose was chosen to match the blood levels from the weekly injection.2
That's also why taking several Rybelsus tablets to try to copy a weight loss effect is unlikely to work, and risks overdose. The MHRA flagged this specific medication error risk during the September 2025 Rybelsus reformulation.5
What does the clinical evidence show?
The evidence for each product reflects what it's designed to do.
Rybelsus in type 2 diabetes
The PIONEER trials, which supported Rybelsus's approval, showed consistent reductions in HbA1c in people with type 2 diabetes. In PIONEER 1, the highest dose tested (14mg of the original formulation) reduced HbA1c by 1.4 percentage points over 26 weeks, compared with 0.3 percentage points on placebo.4
Weight loss was a secondary measure. People on the highest dose lost around 2.3kg more than those on placebo over the same period. That's a useful benefit for people with type 2 diabetes, but modest compared with weight management trials.
The two trial programmes measured different things: blood sugar for Rybelsus, body weight for Wegovy tablets.
Wegovy tablets in weight management
The phase 3 OASIS 4 trial tested oral semaglutide 25mg in 307 adults with obesity or overweight who didn't have diabetes, over 64 weeks.
People taking the 25mg tablet alongside lifestyle support lost an average of 16.6% of their body weight if they stuck with treatment, compared with 2.7% on placebo. Including everyone, whether or not they stayed on the full dose, the average was 13.6%, compared with 2.2% on placebo. Around one in three people on the 25mg tablet lost 20% or more of their body weight.6
A comparison of the OASIS 4 and STEP 1 trials found oral and injected semaglutide gave broadly similar results for weight loss and heart health markers in comparable groups of people.7
Can Rybelsus be used for weight loss?
Rybelsus isn't licensed for weight loss. In the UK, prescribing a medicine outside its licence is the individual prescriber's clinical responsibility, and there's no approved route for using Rybelsus for weight management.
The evidence also suggests Rybelsus doses would lead to much less weight loss than Wegovy tablets. In PIONEER 1, the highest dose tested led to around 2.3kg more weight loss than placebo over 26 weeks in people with type 2 diabetes. That's much lower than the results with 25mg in the OASIS 4 trial.4
Some clinicians have used Rybelsus off-label for people who have both type 2 diabetes and obesity and want to avoid injections. This is a case-by-case clinical decision, knowing that the 9mg maximum dose will lead to less weight loss than Wegovy tablets at 25mg.
If you want to manage your weight, the licensed UK options are the Wegovy injection and Wegovy semaglutide tablets, which received MHRA approval on 11 June 2026.
Which semaglutide tablet is right for me?
The two products meet different clinical needs, and one isn't a substitute for the other.
Have type 2 diabetes that isn't well managed on your current medicines? Rybelsus may be an option your GP or diabetes specialist considers. The right choice depends on your existing medicines, blood sugar targets, kidney function and other clinical factors.
Do not buy semaglutide tablets from unregulated websites. Only use a registered UK pharmacy or prescriber.
Want to manage your weight? Wegovy is the licensed semaglutide option for that in the UK, as an injection or as tablets if you'd rather avoid needles. Wegovy tablets are licensed whether or not you also have type 2 diabetes.
Neither product should be taken without a valid prescription from a registered UK prescriber. Not sure which treatment suits you? Speak to your GP or an online prescribing clinician.
For expected UK pricing, see our Wegovy tablet pricing guide.
Weighing up oral GLP-1 options more broadly? Foundayo (orforglipron) is another tablet worth knowing about. Unlike Wegovy tablets and Rybelsus, it contains orforglipron rather than semaglutide, and it's made by Eli Lilly.
The MHRA authorised it on 10 August 2026 for weight management and type 2 diabetes, making the UK the first country in Europe to approve it.
When to seek medical advice
Speak to your prescribing clinician if you:
- Experience persistent or severe nausea, vomiting, or abdominal pain after starting either medicine
- Have been taking Rybelsus for weight management without a prescription or outside its licensed use and have concerns
- Notice symptoms of low blood sugar such as shakiness, sweating, or confusion, particularly if you also take insulin or a sulfonylurea
- Have a personal or family history of medullary thyroid cancer or multiple endocrine neoplasia type 2, so your prescriber can take this into account
You can report any suspected side effects directly to the MHRA via the Yellow Card scheme at yellowcard.mhra.gov.uk.
Severe stomach pain that spreads to your back? Stop taking it and get urgent medical help, as it can be a sign of pancreatitis.
Frequently asked questions
Is Rybelsus the same as Wegovy tablets?
No. Both contain semaglutide as the active ingredient, but they are different medicines with different licences. Rybelsus is licensed in the UK for type 2 diabetes at doses up to 9mg. Wegovy tablets are licensed for weight management at a dose of 25mg. The two products are not interchangeable and one cannot be substituted for the other.
Can I take Rybelsus for weight loss?
Rybelsus is not licensed for weight loss in the UK. It is approved only for adults with type 2 diabetes whose blood sugar is not well controlled. Using it for weight management would be off-label use, outside its approved indication. If you want to manage your weight with semaglutide, the licensed UK options are the Wegovy injection (available now) and Wegovy semaglutide tablets (MHRA-approved 11 June 2026, available by private prescription within weeks).
Why is the Wegovy semaglutide tablet dose so much higher than Rybelsus?
Because each medicine is designed to do a different job at a different level of GLP-1 activity. Rybelsus doses up to 9mg are sufficient to improve blood sugar control in type 2 diabetes. Weight management requires a much higher level of GLP-1 receptor activity to consistently reduce appetite and produce meaningful weight loss. The 25mg Wegovy tablet dose was specifically chosen to achieve blood levels similar to those produced by the weekly Wegovy injection.
Are Wegovy tablets available in the UK?
Not yet. As of mid-2026, Wegovy tablets have been approved by the FDA in the US but are still awaiting MHRA review in the UK. A decision is expected in late 2026. Rybelsus is available in the UK, but only by prescription for type 2 diabetes. The Wegovy injection is the currently licensed semaglutide option for weight management in the UK.
Do Rybelsus and Wegovy tablets have the same side effects?
The side effect profiles are broadly similar because both products contain semaglutide. The most common effects are nausea, diarrhoea, vomiting, constipation, and abdominal discomfort, particularly when starting treatment or increasing the dose. Both tablets share the same contraindications, including a personal or family history of medullary thyroid cancer or multiple endocrine neoplasia type 2.
Do both tablets need to be taken on an empty stomach?
Yes. Both Rybelsus and Wegovy tablets must be taken first thing in the morning on a completely empty stomach, with no more than 120ml of plain water, and nothing else eaten or drunk for at least 30 minutes afterwards. This fasting window is not optional - it is essential to how both tablets are absorbed. Both use the same SNAC technology to pass semaglutide through the stomach wall, and food or other liquids significantly reduce how much of the medicine reaches the bloodstream.
